After her father's death, Salina takes the throne of Britain, which is under Roman rule. The queen is attracted to Justinian, the Roman governor, who shows tolerance towards the natives, despite pressure from his second-in-command, Octavius, to take more drastic measures. When Justinian is removed from office under the pretext of a rebellion in distant lands, Octavius begins a campaign of terror and cruelty, which Salina opposes. Transformed into a warrior goddess in command of her chariot, Salina leads her people in a devastating attack against Octavius. The film culminates in an epic battle and a difficult decision for Salina: choose between her love for Justinian and justice for her people.
