Three young criminals, the Lebanese, the Cold, and the Dandi, form an alliance to control drug trafficking and expand their activities into prostitution and gambling. Commissioner Scialoja tries to stop them but becomes involved in a relationship with Dandi's woman. The Lebanese's ambition leads the gang to commit increasingly daring acts, triggering a series of revenge that plunges the city into chaos.
