In New York, corrupt police officer Mike Brennan brutally murders a drug dealer and stages it as self-defense. As the police department attempts to maintain appearances with an internal investigation, an upright prosecutor accidentally stumbles upon evidence that could expose Brennan. Despite massive warnings, the prosecutor continues his investigation, getting caught in a web of intrigue dominated by racism, the mafia, corrupt politicians, drug syndicates, and a bribable police apparatus. When the cop realizes the case is being ruthlessly investigated, he answers the deadly questions in his own way.
