In the spring of 1958, Brussels prepares for the Universal Exhibition, an event that seeks to promote harmony in the midst of the Cold War and showcase the advances of consumer society. Thomas Foley, a young British official, is sent to supervise the British pavilion's pub. At the Expo, Foley encounters a cosmopolitan world, flirts with a Flemish hostess, and meets diverse characters, including a Russian journalist and British spies. Meanwhile, at home, his neighbor tries to seduce his wife. In the Belgian capital, Foley becomes an amateur spy and discovers that nothing is as it seems at the Expo. Jonathan Coe mixes comedy and spy novel to reflect on deception and lost opportunities.

Jonathan Coe is an English novelist and writer. His work has an underlying preoccupation with political issues, although this serious engagement is often expressed comically in the form of satire. For example, What a Carve Up! (1994) reworks the plot of an old 1960s spoof horror film of the same name. It is set within the "carve up" of the UK's resources that was carried out by Margaret Thatcher's Conservative governments of the 1980s.
